1 To receive apologies for absence.
2 To receive the minutes of the Ordinary Council Meeting held on 7 September 2009.
3 To receive declarations of interest in respect of items on this agenda.
4 Finance
4.1 To approve the statement of accounts as at 30 September 2009 - to be tabled.
4.2 To authorise payment of accounts as follows:

5 Planning applications:
5.1 09/0700 Full Application for Proposed portal agricultural building - Nook Farm, Shap.
5.2 09/0710 Full Application for the erection of a dwelling - 7 Foster Street, Shap.
5.3 Cumbria County Council - Cumbria Minerals & Waste Development Framework - Draft Site Allocations Policies and Proposals Map.
5.4 Lake District National Park - Local Development Framework. Core Strategy Pre-Submission Representation Opportunity. Deadline for responses 5pm Friday 30 October 2009.
6 Quarry Liaison Meeting - next meeting to be held 12 October 2009 at 10.30am
7 Parish Paths Initiative. Application has been submitted.
8 Shap Silly sports Day - Public Liability Insurance for the use of the field does not cover any groups using the field for an event and therefore they were required to obtain their own Public Liability Insurance and provide SPC with a copy before the event could go ahead.
Notification that £789.00 was raised.
9 Crosby Ravensworth Common - fencing - we have been asked by Crosby whether the parish council wish to comment on the proposals for fencing on Crosby Ravensworth Common.
10 Recycling area - discussion on the way forward.
11 Signage
12 Rural Services Network - Invitation to join through EDC without any subscription to be payable. The benefits include a weekly email entitled Rural Focus to be emailed to office and any other email addresses requested, this enables councillors to follow rural issues as they occur.
13 Budget sub committee - to appoint committee to review budget and set precept.
14 Correspondence:
14.1 Cumbria Police Authority, Eden Area Community Liaison Forum - next meeting to be held on 20 October 2009 at Penrith. The subject is Child Protection explained.
14.2 Annie Donnelly Eden District Council - Shap Play Area - various points to be advised.
14.3 Lake District National Park - Fix the Fells Alignment Project, regarding rights of way alignment.
14.4 NHS Cumbria - Penrith Health Improvements regarding the changes being made at Penrith Hospital.
14.5 Publication from Commission for Rural Communities entitled ‘Helping parish and town councils work with unitary local authorities.
14.6 Notification from CALC regarding Freedom of Information and a course to be held in Feb 2010, also information regarding other courses that they are holding in the new year.
14.7 Publication from Action with Communities in Cumbria - ‘Community Led Planning'. Autumn 2009.
14.8 Notification from LDNPA regarding planning enforcement compliance matters that were discussed at the Lake District Parishes meeting in September.
