95/10/09 Planning applications
95.1 09/0700 Full application for Proposed portal agricultural building - Nook Farm, Shap. No objections.
95.2 09/0710 Full application for the erection of a dwelling - 7 Foster Street, Shap. This new application differs very little from the first application made in August 2009. Council agreed to object to the application.
95.3 Cumbria County Council - Cumbria Minerals & Waste Development Framework - Draft Site Allocations Policies and Proposals Map. Council acknowledged receipt but no comments are required.
95.4 Lake District National Park - Local Development Framework. Core Strategy Pre-Submission Representation Opportunity. Deadline for responses 5pm Friday 30 October 2009. Council acknowledged receipt and decided that only Technical objections are required at this stage and Shap Parish Council has nothing further to add.
95.5 North West Spatial Plan - This document has now reached the level below government. They are doing a limited review covering gypsies, traveller's sites and parking. Parking standards are more detailed than before covering storage and distribution and residential. The formula on the basis of a Type C area (not much public transport) is as follows for residential. 1 bed = 1 parking space. 2-3 bed = 2 parking spaces. 4 bed = 3 parking spaces. This should be kept an eye on to make sure it is not watered down. Another element regarding business locations/ offices states that new business should not be in an area without accessibility to public transport. This would have a detrimental effect on rural areas. A letter to be submitted with our observations.
96/10/09 Quarry Liaison Meeting - next meeting to be held 12 October 2009 at 10.30am.
97/10/09 Parish Paths Initiative - the application has been submitted and the money has been granted. Awaiting formal notification before the work can go ahead. Parkers Croft Ltd own west part of the path and no one owns the rest behind the Sports Hall. However today a letter has been received from Andrew Cox, Parkers Croft Ltd suspending permission for the planned improvements because Shap Parish Council has objected to his planning application.
98/10/09 Shap Silly Sports Day - Public Liability Insurance for the use of the field does not cover any groups using the field for an event and therefore they were required to obtain their own Public Liability Insurance and provide SPC with a copy before the event could go ahead.
Notification has been received that £789.00 was raised.
99/10/09 Crosby Ravensworth Common - fencing - we have been asked by Crosby whether the parish council wishes to comment on the proposals for fencing on Crosby Ravensworth Common. Several councillors have objections to the proposals by Natural England and advise that they will look in greater detail at the papers and give a response in due course. The clerk to enquire if there is a deadline
100/10/09 Recycling Area - there have been a great deal of problems over the past month with litter and flytipping and it has been necessary for Eden District Council to clean the area for us. It was proposed that everyone should look at the area when they are in the village and if any bins are full or there is a mess to ring the number on the outside of the recycling area to report it.
101/10/09 Signage - no deveopments to report.
102/10/09 Rural Services Network - Invitation to join through EDC without any subscription to be payable. The benefits include a weekly email entitled Rural Focus to be emailed to office and any other email addresses requested, this enables councillors to follow rural issues as they occur. Some councillors expressed an interest and to be included in the emails.
103/10/09 Budget sub committee - to appoint committee to review budget and set precept. A committee was agreed and the meeting will be held on 19 October 2009 at 10am.
104/10/09 Correspondence
104.1 Council acknowledged notification from Cumbria Police Authority, Eden Area Community Liaison Forum - next meeting to be held on 20 October 2009 at Penrith. The subject is Child Protection explained.
104.2 Council acknowledged receipt of an update from Annie Donnelly, Eden District Council, regarding Shap Play Area and various points. Including the notification from Steve Huddart of the cost of replacing the Wendy House and the Net and the absence of any budget for this. Clerk to request that the fences around the net to be removed as they are more dangerous than the net. Also to ask for the net to be removed until it can be repaired or replaced.
104.3 Council acknowledged receipt from Lake District National Park - Fix the Fells Alignment Project, regarding rights of way alignment.
104.4 Council acknowledged receipt from NHS Cumbria - Penrith Health Improvements regarding the changes being made at Penrith Hospital.
104.5 Council acknowledged receipt of publication from Commission for Rural Communities entitled ‘Helping parish and town councils work with unitary local authorities.
104.6 Council acknowledged receipt of notification from CALC regarding Freedom of Information and a course to be held in Feb 2010, also information regarding other courses that they are holding in the New Year.
104.7 Council acknowledged receipt of publication from Action with Communities in Cumbria - ‘Community Led Planning'. Autumn 2009.
104.8 Council acknowledged receipt of notification from LDNPA regarding planning enforcement compliance matters that were discussed at the Lake District Parishes meeting in September.
104.9 Council acknowledged receipt of update from Thomas Armstrong regarding the New Health Centre at Shap dated 25 September 2009. This will be the last update as now works are on schedule and due to be handed over towards the end of October 2009.
104.10 Council acknowledged receipt of correspondence from Newton Rigg College regarding Activity programmes to be held during October half term for 8-14 year olds.
105/10/09 Matters for report
105.1 Cllr Jackson advised that the clerk had resigned due to work commitments.
105.2 Cllr Jackson advised that there had been a meeting with John Mills from Penrith Coop regarding the parking and he is now aware of the problem. The Coop have invested heavily in the Penrith store over the last two years and have overlooked the country branches. This however is to be rectified with work planned for the store at Shap, including a new roof, a possible new layout and hopefully more parking spaces.
105.3 Cllr Sowerby reports street lights out at 20 Croft Avenue and that the one at the end of the lane past the sausage factory is on all the time.
105.4 Cllr Sowerby also reported that there have been some new salt bins installed in the village. Requested that there should be a pile of salt at the Sleagill road end and clerk to contact the highways steward regarding this.
105.5 Eden District Cllr. Hughes advised that there was flooding in Bampton and the River Lowther last winter and residents want the river dredged. United Utilities have finally agreed to remove some vegetation, which will hopefully relieve the flooding.
105.6 Eden District Cllr. Hughes advised that he would like to know everyone's views on Penrith New Squares. He has a meeting on November 12th and would like to be able to speak on behalf of Shap residents.
105.7 Cllr Hodgson advised that there has been some flytipping at Force Beck of hedge trimming and garden waste. A notice will be put in Shap Today regarding this.
105.8 Cllr Weightman advised that there is a street light out at Rosgill. The bottom one.
105.9 Cllr Weightman advised that he has had problems with the council road to Rayside being reported dirty with sheep muck. He was told that he had to wash it off or the council would charge him.
105.10 Cllr Warburg advised that he attended the meeting in Appleby of the Eden Association of Local Councils. There was an interesting item regarding energy from farm manure, which relied on a mixture of farm manure/vegetation. But start up costs require a large amount of investment.
105.11 Cllr Mallinson advised that at least twice a week and always at 3.30pm when the children have just come out of school a Fire Engine and Fire Car speed through the village. Can we investigate what they are doing, are they practising and if so is it necessary to speed through the village when the children are just out of school.
105.12 Cllr Mallinson advised that the piece of land on the corner of Foster Street needs tidying up and is there anything the council can do. Council to investigate.
