144.1                      Council RESOLVED to approve the statement of accounts to 31 January 2010. Proposed Cllr.Sowerby; seconded Cllr Watson.

145/2/10             Planning applications

 

145.1                      09/1087      Proposed conservatory to front dwelling at 1 Avondale Cottages. No objections

145.2                      7/2010/3003                       Telecommunications development at Haweswater Valve Chamber. No objections

145.3                      Decision notices have been received in respect of the following applications which have been approved:

145.4                      09/0568      Erection of four dwellings at Peggy Nut Croft

145.5                      09/0950      Erection of stable near Brackenber Lodge.

145.6                      Follow up to Peggy Nut Croft development: A meeting had been held with Kevin Hutchinson attended by Cllrs Jackson, Sowerby and Warburg, EDC Cllr Hughes also attended.  A visit was made to the site to look at the levels.  Mr Hutchinson agreed that the levels should be in accordance with the original levels not the new ones.  There is still a gap in the walling at the bottom of the surgery car park currently filled with a wire fence. Mr Hutchinson agreed to involve the Parish Council when the developer submits the next plans, the parish council will keep in regular contact with him to check progress.  With regard to flooding, Mr Hutchinson said that if the levels were no correct pumps may have to be installed.

 

 

146/2/10             Quarry Liaison Meeting an update of the meeting held on Monday 15th January was read to the meeting

146.1                      Corus had reported the mothballing of the Middlesbrough plant at the end of January, however since the meeting this has been deferred to the end of February.  The quarry at Shap Fell is closed with all stone being transported from Hanson.  The water from the quarry at Corus is not being pumped, but is being monitored.

146.2                      Hanson reported an increased output.

146.3                      Cemex are very quiet but have recently won the contract to supply ballast to the new Metro Link in Manchester.

146.4                      Follow up: On Friday 22nd January 2010 to road near the quarry at Shap beck was covered in slurry form the quarry.  Hanson accepted responsibility and said that if they were unable to keep the road clean they would stop shipping stone. They did do this for one weekend.  One problem was the recent snow that had made using the road sweeper impossible the other being that the wheel wash was frozen up.  They used the road sweeper and also a bowser to wash the road.

146.5                      One resident has complained about the increased traffic, and would like to see the quarry wagons banned.

146.6                      Cllr Warburg reported that the water level in the Corus Shap Fell quarry is well up.

 

147/2/10             Tennis Courts

                        The repair of the tennis court fencing has been assessed, it is recommended that high tensile wire be                      used around the top as there will be less likelihood that the new panel would snap, a new panel and                         post will also be required.  It is hoped that the costs will be available for the next meeting.

148/2/10             Cumbria Minerals and Waste Development Framework.

                        Cllr Warburg had investigated the inclusion of land at Tebay railway sidings. The possible uses of the                       land would be for waste recovery and energy generation (incinerator), he quoted several comments               that had been made to date – for information only.

 

149/2/10             Correspondence

149.1                      Friends of the Lake District – Natural England Consultation Potential Extensions of the National Parks. 

   No-one had attended the consultation, further dates will be confirmed by the clerk.

149.2                      Local Development Framework  and Eden District Council – Core Strategy Development Plan Document –         for information to be held on file.

149.3                      Clerks & Councils Direct Issue 67 January 2010 – to be held for viewing

149.4                      Clerks & Councils Direct -  Suppliers Guide & year book. For information

149.5                      Notts Sport – information of surfacing for pitches and play areas - to be held on file

149.6                      Newton Rigg – information of half term activities – poster to be displayed on notice board

149.7                      Note from Mr Lowis regarding dog fouling , he has spoken the community warden regarding this and has been told that they will be happy to provide notices and a notice for Shap Today.  The Clerk will make contact with the warden requesting this.

149.8                      Eden District Council letter regarding recycling credits for period July – December 2009.  A total of £823.12; this seems to be down on previous periods, and Shap has dropped to fourth in the league table.  The Clerk will write to ask is there is information on number of collections.

149.9                      Requests for funding /donations have been received as follows:

149.10                   Great North Air Ambulance – supported previously.

149.11                   Shap Playgroup - supported previously.

149.12                   Shap Pavilion Club – not supported previously.

                        All above were approved for funding and this will appear on the Agenda for the March meeting.

 

150/2/10             Matters for report

150.1                      Police Liaison Meeting.  This had been held at Shap, it was attended by two councillor and the Clerk,

                        one EDC councillor and one councillor for Newby, there were 6 representatives from the Police.

   The clerk gave a brief resume of the meeting. CSO Brownrigg said that attendance varies, and                                 updates are displayed on the notice board and at the Fire Station.

150.2                      CSO Brownrigg had met with the owner of a camper van parked in a lay-by but protruding onto the road, this van is for hire and normally goes for winter storage, the owner had has been suffering from bad health and will move it as soon as possible.

150.3                      In the past week the post boxes at Rosgill and Towcett had been damaged by fireworks, and the incidents are under investigation.

150.4                      Cllr Stainton reported flooding in the area of 7 Carl Lofts. Cllr Mallinson offered to look at this

150.5                      Cllr Watson reported a manhole rattling on the Skew Bridge.

150.6                      Cllr Sowerby reported street lights no working outside the Kings Arms and outside Brackenber Farm. The Clerk will report these.  He also reported fly-tipping in the lay-by on the A6 just after the Orton junction.  The Clerk will report this.  He reported that the road markings on the Orton junction are now very faint, and that the markings on the crossing are also indistinct. Clerk to write to highways.  He also reported that some drains are blocked beyond Forcebeck bridge, these will be investigated.

150.7                      Cllr Hodgson said that he had heard no complaints regarding clearing of snow from the pavements.

150.8                      The Chairman reported that a request had been made by the Health Centre  via Cllr Hughes to have the access road cleared, this had been refused.  Some grit had been offered, and accepted, with a request that the load be deposited beside the road to the Health Centre and on the Memorial hall front in a designated place.  The loads hade been deposited on the Health Centre Car park and over a drain at the Memorial Hall.

150.9                      Cllr Bindloss expressed her concern that the new railings on the crossing obscured small children from the drivers.  The clerk will pass on these concerns when she reports the road markings.

150.10                   She also reported that due to the positioning of the Lay-by sign , there have been incidents of drivers turning  on to a muddy lane at the foot of the Raikes and getting stuck with a local farmer having to pull them out.  She wondered whether the sign needed moving.

150.11                   Cllr Mallinson said that Mr Lowis had done an excellent job keeping the pavements clear during the bad weather.

150.12                   He also expressed his concern about the school bus stopping opposite the co-op, and the danger of children running across the road.  The Clerk commented that this had been a long standing problem, since her daughter had been knocked down there over twenty years ago.

150.13                   The Chairman reported on the two drains outside Beech House; these are blocked because United Utilities had dug through them.  The matter is now in the hands of United Utilities.

150.14                   She also reported that she had tried to contact Mr Holt from United Utilities in view of inviting him to attend a meeting of the Parish council to discuss the Concrete Road; he had told her that he was not involved with the road and referred her to Pail Clavey.  It is hoped to arrange a meeting to which Bampton parish Council would be invited.
